are "gross inequities"?

Seems like failure if you can call it a system of gross inequity.

Of course, we can never take one step back from the government collecting astronomical sums of money to spend as they see fit to correct "gross inequities", because that would then trip over into another set of sacred yet undefinable goals, "fairness" and the newest carrot, "justice".
