Let me rephrase what I'm saying.

This "tax reform" is a thinly disguised tax cut for the rich. It will cost 1.5 trillion in revenue and only create about .5 trillion in growth.

Fiscal conservatives wouldn't pass this bill. Desperate Republicans did.

The question now is whether they can sell this to Americans as something other than what it is (a tax cut for the rich, particularly rich donors). If they can, they'll benefit in 2018. If they can't, it'll hurt them.
