Maybe the Russians didn't impact the election at all? It's a bit rhetorical. But when a president wins the electoral college and not the popular vote, I would expect the president to be somewhat conciliatory knowing full well they do not have a mandate to impose their agenda. Trump has acted more like a dictator finding ways to press home an agenda even when opposed by some in his own party. Using tax reform to attack Obamacare is just another example.
