Reviewed Constitution, Fed Pardon Rules and Fed Application

I have reviewed Article II, Section 2, Clause 2 of the U.S. Constitution which gives the President the authority to issue pardons, the Justice Department's Rules for applying for a pardon and the Justice Department's Pardon Application Form. I found NO requirement that the person seeking the pardon is required to admit guilt. Perhaps you can enlighten me as to the authority for your statement that a federal pardon applicant must admit guilt in order to obtain a pardon. All any of the foregoing documents require is an admission that the application was convicted.
