A police officer can contact whoever they want. In the first case, Cosio did not have to give the deputy his I.D., but he did therefore making it a voluntary contact.

The second article didn't really give much detail outside of the "victims" opinion, but it's obvious the author is biased.

Whas Arpaio convicted of violating the 4th Amendment? I honestly haven't read much about it, but there would need to be a lot more evidence than what was just provided.
