the president can bomb and attack countries without an declaration of war from congress.
nowhere in the constitution does it say congress can hand over one of its enumerated powers to the executive.
this is not an argument that benefits you. since congress and only congress can declare war, since congress and only congress can raise an army, it is only then that the president is commander in chief. read the ratification debates, AP.
