As president you would only go to the congress first for one of two reasons;

1. You know they will give you permission and you don't want it to look like a unilateral decision.

or

2. You know they are going to turn you down and you want the opposition to take responsibility for the lack of action.

You would never ask for a vote without first knowing the likely outcome of that vote. Obama was nuanced enough to know that.
