I think you may be exaggerating in a few parts of your post.

We may not have to significantly overpay, unless we can get a big name to listen. A lesser known candidate (which could still be a good fit for our program) may listen with a more meager offer on the table, simply by contrast to their current contract - someone like Keatts, who many have mentioned on here. Not sure that's a point worthy of debate, but while I do agree that to get someone with a big name, overpaying could pay off. I just don't think it's absolutely necessary, depending on who will actually listen. Even if we offer Gregg Marshall 4 million, I'm not sure he would actually listen more than working to drive his own salary at WSU.
I also don't think that a rebuild would be that long, necessarily, depending on your definition. If we pay top-dollar for a big name, it's fair to expect some early results. Two or three recruits can quickly turn around a program. Certainly year one would likely be abysmal, but if we hire a good recruiter, and he can sign some impact players in his first two years, there is no reason we can't expect to be an NCAA tournament team in year three. To me, that is pretty quick. Playing in the weak SEC certainly helps.
