Russia, though a little further down their priority list than no NATO and no offensive weapons that are a threat to Russia in Ukraine. I think it would be an integral part of their demand for a neutral Ukraine.

I think that would be a very good thing for Ukraine, but will probably be opposed by some of those currently in power.
