and warnings are coming in, I stay glued to the TV watching for warnings specific to my area.

If I lived in "flash flood ally" where several deadly floods have come in before, and there were watches, I stay glued to the radio / TV. As soon as that warning is issued I get EVERYBODY out of danger.

I hate to say it but those camp operators / owners had a responsibility to get those kids moved out of those cabins by the river to the building at higher ground as SOON as the warning was issued at 1:15am, 3 hrs prior to the flood coming thru.
