Once again, if your emergency communications notification plan includes cellular in any manner, you have no emergency communications plan. And even landlines can now be included in that as many providers no longer have copper lines to houses but instead depend on internet-based virtual landlines (VOIP). It is very easy to have a single fiber break which will wipe out internet in an area.
You know what's dependable? Storm sirens with radio receivers and battery backup systems which can be triggered by tones from a dispatch console. I've even configured portable radios with DTMF keypads to be able to trip the sirens. Emergency Managers have loved that, not only as a backup, but as a way to test a siren while you are standing there looking at it.
