that Texans are quite used to. We get several of these every spring, where certain roads and intersections get flooded with fast moving water, and we know to avoid them. People aren't so much ignoring the warnings but thinking they don't have to take any action (other than avoiding those roads and intersections). On the other hand, a river rising from 3 feet to over 30 feet is so rare no one thinks about it, until now that is.
