Football could be approaching the cost from an equipment side.

A lot of poor people play hockey in Canada.

As a kid, I played pickup hockey fairly cheap. just skates and a stick. We did not play with goalies and did not do slap shots. Obviously you also did not give up your body to block a shot too.
