Marketing supported by government. you need an education, and then calling it an investment, just as you do.

Go to the college, cannot afford it, so the college puts a piece of paper in front of you saying that government will take care of you with a student loan. Very few other details are given, and it is treated like free money for you to get your most important education, regardless of major or potential earnings (not to even mention that schools like Mizzou have a 50% graduation rate on top of that so you get nothing, but still owe the money.

You get the loans, and once you are done with school, here comes the government waning their money back with above market interest rates
