The Puxico judge has no authority over anything that happens in Springfield. I could take it a step further and use the 35th Judicial Circuit Court judge instead, but the result is the same, they don't have the authority to issue a ruling for something that happens outside their circuit.
I suppose the worst penalty they be subject to would be removal from office, unless they were bribed or something and actually committed a crime. But removal from office for overstepping their authority is pretty much what Trump is talking about here.
