the case should be filed in the DC district to be litigated. BUT, if the litigants want to get an injunction to take action before the case is litigated they have to go to SCOTUS. This prevents a single person from taking action that may or may not have merit. SCOTUS can require them to prove they have a case they could win and that an injuction is needed to prevent irreparable harm to the litigants.
