COVID was highly infectious and it mutates rapidly. The more unvaccinated that get infected, the higher the rate of mutation. Considering it was a global pandemic, it is impossible to roll out a vaccine to everyone at the same time. Especially when there are a large group of people who refuse.
So the virus evolves. The new strain spreads, it takes time to update the vaccine. Previously vaccinated can now be infected by the new strain becoming Petri dishes as well.
