Not all vaccines can prevent infection and spread. The yearly flu shots don’t. Viruses evolve, some much more rapidly than others. So vaccination against a specific strain may prevent infection, mutations then wreck that.
It doesn’t help when people don’t get vaccinated becoming petri dishes for evolution.
