If you threaten to kill every firstborn unless you get you way, yes, it is wrong.
If you threaten to withhold support we are voluntarily giving, or threaten certain sanctions or tariffs or other items, or use reasonable actions to ensure previously agreed to conditions are being met, it is not morally wrong.
Is it wrong for an employer to put someone on performance warning or for a client to tell their supplier "if price increases continue I am going to look elsewhere"? No. It's called doing business.
