These are seventy person teams capable of deploying to a chemical, nuclear, biological, radiological, swift water rescue and structural collapse event with 80,000 LBS of equipment capable of three days in the field without outside assistance on direct order of the president. You have a FEMA team there in Columbia, Missouri. (MO-TF1)
These teams are costly to put together and maintain. States as a rule don't have the political will or resources to fund these.
