In all of those situations emergency support function 9 (ESF 9) was declared by the president. The Stafford act.
Yet, in the case of parts of Northern Georgia and Western North Carolina support to the disaster areas were insufficient. Moreover FEMA assets were late being dispatched to those areas from Florida where those same assets were pre deployed.
