agrees to the NCAA's rules, etc. That agreement includes agreeing to the NCAA have certain authority. And being a member essentially constitutes consent to the NCAA having that authority.

In other words, if Mizzou doesn't want to abide by the NCAA rules, it merely withdraws from the NCAA. That of course has certain consequences.
