In a free market, that would be the case.
But the courts have decided that any attempt by the NCAA to limit its events to amateur student-athletes is "collusion" and thus an antitrust violation.
So effectively, the government has forced the NCAA to allow pro athletes without any restrictions whatsoever.
IMO, any athlete that doesn't want to comply with the NCAA's eligibility requirements should find another league to play in. After all, the NCAA doesn't *force* the athletes to play – it's their choice.
