meaning to keep regular, unimpeded and unhampered. have you ever heard that word used in regard to the human body? to be regular? guess what, that's the exact meaning here.

you have no knowledge of the framers or the debates. and they absolutely did care about efficiency because they wanted to prevent states from instututing controls that would prevent commerce from coming across or through state lines, which occurred under the articles of confederation.
