It controls the flow of propane into the burners. It literally means to control. Without the regulator, the grill would just blow up. Much like our country will unless immigration is controlled. Immigration into our nation has always been controlled until recently.
Here is your dictionary.com definition of regulate:
control or maintain the rate or speed of (a machine or process) so that it operates properly.
