And Pickle's original assertion that regulate with regards to foreign commerce means efficient is wholly incorrect. It doesn't even make sense. "To regulate commerce with foreign nations, and among the several states, and with the Indian tribes;...." If we change regulate to highly efficient as he claims it would read, "to highly efficient commerce with foreign nations." The framers didn't care so much about efficiency in commerce as they did ensuring products detrimental to American interests did not flood American markets...especially during the period in the late 18th and early 19th centuries during the fledgling period of the American market.
