My take is that Trump did accomplish a lot when he was in there, give the constraints of the separate branches of government, one of which was attacking him relentlessly throughout his term, and the fact that many of the bureaucrats in the executive branch were fighting against him as well.

Even some of his own picks turned on him, of course, he has to take much of the blame for that.
