A lot of reps and senators, on both sides, file bills simply to have them rejected such that they can campaign against them.
My supposition regarding the comparison between student loan forgiveness and abortion was: Biden et al were not pushing an abortion bill "because the Supreme Court has ruled on the matter". This doesn't make sense as Biden has acted or attempted to act on student loan forgiveness after the Supreme Court acted on it.
The Dems publicized fear would be a lot more meaningful had something actually been tried - and it may actually be successful.
Recently (ish) Kansas, a pretty red state, had an abortion proposition on the ballot and the result was overwhelmingly in the pro choice favor.
I think a lot of GOP' constituents are pro choice, and this would put significant pressure on GOP reps/sens to pass something.
