penalty payment and that giant chunk of money to reinvest in that facility a little bit with at least new turf. I'm told all levels of government in St. Louis were at war with getting their piece of the pie and hardly any of that money has been distributed or reinvested back in the city because of it. I'm guessing meaningful change to the city will not happen anywhere if it is divided out 1,000 different ways.
