So that makes at least 21-24 likely.

I just don't see a world where schools like Virginia, Pitt, Syracuse, Miami, NC State would get left out. And frankly, Kansas and Duke because of basketball... maybe Arizona too. There are only a few of them... but there are a couple of schools where BBall might move the needle for the Big 10 --- since their apparent goal is to become a behemoth.
