It's one thing to look over the books of one entity (the Chiefs, for example) but how would you make sure that the thousands of potential boosters aren't paying player A or player B for an autograph?
Also, again, the Supreme Court ruled that the NCAA and schools cannot limit the amount of money a student can make selling their own image and likeness. Pretty clear. An NIL cap would violate that ruling.
