Why does a Salary Cap work in the NFL?

Why can't you implement something similar in college?

If you think about it why couldn't the Chiefs or the Eagles pay some of their players under the table to avoid going over the salary cap?

I think the main reason would be the IRS. They want their share...so put in a salary cap, and make it well known that if you are caught providing the cash to players under the table as a booster or you are caught taking the cash under the table as a player you will go to jail.
