urban populations all that well. You are not going to find a perfect system. There are compromises. Disenfranchising one population to appease another accomplishes nothing but further polarization. As I've said before, this country already has disproportionate representation for rural populations. The rural states of NDakota, Kansas, Nebraska, SDakota and Iowa have a smaller population combined than California by a wide margin and they have 10 senators to California's 2.
