So why should rural votes be worth more than urban votes

People vote. Not land. Smaller states (mostly rural) already have disproportional representation via the Senate and the electoral college; that does not need to be accentuated by having the house follow suit. That would be disenfranchisement.
If states want to have their state senators run on an electoral college system that's fine (well it's not fine but they are free do it). But it's a horrible idea to set up the house votes on the same system. Plus, I do not even think congressional districts necessarily follow county lines. In fact they do not.
