And those rural counties are already directly represented by their representative in the house. I do not see why every institution in this country that involves voting has to be set up to ensure some people get more representation than they are entitled to. Plus - and more importantly - it is their Senator's job to represent them regardless of whether or not they are the majority population in that state. It is already implicit.
