and unconstitutional overreach within their state. Essentially, the states (rather than the courts) act as arbiters of what is and is not constitutional.
That's a starting point.
Ultimately, decentralization won't occur unless people change their mindsets about the central govt and the US being an unbreakable "nation". So education about the ills of central govt is important. It will take a grassroots effort that will require people to admit that both the R and D parties govern the same and will never work to shrink the federal govt from within.
