The conclusions you draw are incorrect
Keystone would not be online until 2023. So shutting that down hasn't contributed to supply issues.
The rig count and oil production has risen steadily under Biden. He has put a temporary moratorium on new leasing but that is a much longer-term impact than a couple of years especially offshore where most of the federal oil is produced. Most production in the US remains on private lands unaffected by Biden administration leasing policies. The moratorium has since been lifted by the courts.
No refineries have shut down by Biden. They are subject to the same demand issues that oil producers are.
The expected price of oil is what drives investment. It's a long term investment. Politicians come and go. I do not see any shut down in investment due to Biden and I have seen a fairly substantial uptick in hiring.
