You have correctly identified the reason US petroleum production decreased - loss of demand under Covid. That decline actually started in November 2019 probably because 13 million per day was not sustainable but it really ramped up during covid.
Did you actually think it would just go back to 12.8 million a day when covid ended? Fracking is a wonderful way to get oil out of the ground but the wells that we frac decline rapidly and production cannot be sustained unless there is new drilling. During Covid, that did not happen due to demand, drilling companies lost employees and shuddered rigs, oil producers laid off engineers and geologists. It's not like you can just start the whole thing up again overnight.
