your school district you are required, by law, to educate them. Even those on long term suspension have to be provided educational services. It is ridiculous because districts spend tens of thousands of dollars 'educating' students that have no intention of being educated.
By doing it with virtual classes they can use existing teachers and if the student chooses not to participate no resources are lost. I have a student like that in my current class. He was kicked out of our school and our alternative school. I have seen him once when he came to school with his mother to discuss his classes. He has completed my class virtually and is going to receive his credit. He is definitely an outlier but it has worked for him.
