However, there are minimum qualifications for the stadium/facilities in order to be able to host. In years past there have been teams seeded in the top 16 who had to play on the road because of inadequate facilities. But it was rare. Pretty sure all major contenders have upgraded their stadiums/facilities to the point where that never comes into question again.
My distant memory, which is getting worse, is that Cal and/or Northwestern may have been teams that requirement impacted.
