That the spread between the RPI rank and the seed can be significant:
Of the last 9 teams on your list the spread was:
4, 7, 4, 8, 6, 3, 3, 3, 3, 3
So at 18 today, the idea of getting a seed in the 13-15 range is clearly doable.
Same thing happens with seeds 16 and under, although of course with diminishing returns the higher the RPI. I recall one time several years ago when an Arizona St team with a 13 RPI got like a 5 or 6 national seed.
It just depends on the unique combination of so many factors other than the RPI rank, and the individual opinions (and yes, biases) of the multiple members of the selection committee.
