In it the two students were already students of the school and the issue was whether or not the school could increase their support from the school.

In this linstance, the kid is not yet a student and in fact has not yet committed to the school. The NIL is being offered to the student as an inducement to attend the school. It's a recruiting inducement.

Please explain why this message is being reported.
