Using NIL to attract a recruit is still an NCAA violation

My understanding is the NCAA's current position is it is an NCAA violaiton for a school or its representative to use the possibility of an NIL deal as a recruiting inducement to land a recruit. The bottom line being the possibility of an NIL deal can't be discussed with a recruit until after he has committed to the school.
I will grant that enforcing such a policy/rule would/will be most difficult, but I do think it prohibits giving a potential recruit a glossy brochure about a school's NIL program, etc.
