NIL is and will be used to recruit players.

Anyone pretending this is not now reality is sticking their head in the sand hoping college football isn't about to get a lot more expensive.

A conservative or dismissive attitude towards NIL is going to kill your team.

This is the big takeaway that everyone should fully understand, not the fine print over at the NCAA web-site.
