Winning will certainly fill the stadium. If Mizzou is competing for championships every year, the stadium will be full. No question about it.
But I think there are other ways to do it too. I think the new AD is right to talk about the whole gameday experience. If the overall experience is fun, easy, and relatively cheap (i.e. not overpriced), people will still come even though the football is less than perfect. But they still have to be competitive. The team wasn't competitive under Odom. That's just a fact. And now that is something that has to be overcome with some winning before the fans will come back. So the football has to be "good enough" but not necessarily win all the time. But I agree, no one is going to come to watch crappy football.
I think making the gameday experience fun is the most important thing. For a family or group of friends that can only make a game or two a year, we need to make it easier for those fans to come and have a good time tailgating at a non-donor lot in reasonable proximity to the stadium. Those fans are just f'ed now and not welcome. Also, those are the fans that if they have a great time will become future season ticket holders, or at least make more of an effort to attend more games.
Everything is a balancing act for fans. Winning and fun gameday experience are on one side, and $$$ and time commitment are on the other. On which side does the fulcrum fall on? That is how each fan decides if they are going to a game.
