I do not question that your suggestions would improve the game day experience and make attending a game more attractive.
I do question whether they’re appropriate for a public university whose primary purposes are education and reasearch and whose funding sources are primarily student fees and state appropriations to spend the necessary funds to make the upgrades you suggest to a facility designed roughly 95 to 100 years ago and is used perhaps eight to ten times a year, particularly in an era of tv broadcast, streaming, etc are becoming the preferred ways to watch a game.
Yes, the Press Box/Private Suites, the Club Seating on the East Side, the South End Zone are all much more recent vintage than the original East and West Stands, but . . ..
