You hit on the problem of separation of powers on the head when it comes to military use. The President is the commander-in-chief but only Congress can declare war. The definition of war is integral in determining the dividing line between those powers.
Was the bombing of Syria an act of war? If so the President was acting outside his authority? But if that is true does that mean our military is useless outside a declaration of war? Are they allowed to defend themselves if attacked or do they have to wait for congressional approval?
