- State support for public secondary education dropping. In the 1990s, state support provided 60% of MU's support, 30% came from tuition, 10% overhead from grants/contracts
- Feds making student loans way too easy to take out. Taking out six figures in student loans to become an MD is an investment, taking out six figures in student loans to get a BA in art history is stupid.
- Colleges, seeing the ease that students could get loans, increased tuition as much as possible. For public schools this was done to offset reduced state support.
