Johnny Jones was a tremendous recruiter, but couldn't coach worth a damn. Conversely, there are coaches who do "more with less".
Let me put it this way:
If there's a coach who consistently misses on all of his top recruiting targets, but still manages to put a winning team on the floor most years — then he is an outstanding coach but a poor recruiter.
Recruiting and coaching are different things that must be graded separately.
As a purported basketball expert, that's a relatively simple concept you should understand.
