top targets, then he recruited poorly.
If a recruiter has superior talent-evaluation skills, or is keen at finding players that work well in his system (e.g. Gregg Marshall) then that's good recruiting as well. In other words, you can recruit lower-rated players and still be considered a good recruiter — if those players were in fact your top targets. That's what it boils down to.
